In the framework of the German Mongolian Financial Cooperation, the Government of Mongolia has received a loan from the Government of the Federal Republic of Germany through the KfW bank, toward the cost of the Energy Efficiency in the Central Transmission and Distribution Network Project. The National Power Transmission Grid (NPTG) State-Owned Stock Company of Mongolia, the project Executing Agency, is now recruiting qualified specialists for the Project Implementation Unit (PIU).


1. Financial Specialist  (1)

Contract Period: 12-36 person-months


The financial Specialist will report to the project coordinator. Tasks and responsibilities of the specialist will include but is not limited to the following: will work as requested by project needs.

·         maintain all project accounts, advance accounts;

·         closely work with the finance specialist of the consulting firm in setting up a financial management system for the project and apply for budgeting, financial planning and reporting;

·         monitor project expenditures, and supervise quarterly and annual financial reports during project implementation;

·         compile financial statements and requests for payment by contractors and service providers and assist the PMU in the process of approval for payment release;

·         prepare annual budgets and disbursement projections during project implementation in coordination with the Implementing Agencies(IAs);

·         compile and prepare project quarterly and annual financial progress reports as required by KfW;

·         prepare draft related documents for payment of project costs in coordination with the IAs and PMU and submit these to the Ministry of Finance (MOF) for verification and signature by authorized signatories;

·         provide KfW and MOF with project financial data, commentaries and recommendations as requested.


The financial specialist should have a university degree in finance, economics, or related field. He/she should have at least 5 years of experiences working in finance, accounting and financial reporting. And project experience under IAs or other comparable international environment is advantage.Ability to communicate effectively, orally and in writing in English.


2Inspection and Safety engineer (2)

Contract Period: 12-36 person-months

The Electrical inspection engineer will report directly to the project coordinator of the PIU under NPTG.  He/she should responsible for inspecting all of the project rehabilitation works either it carried out in pursuant to approved design drawing, technical specification and time schedule and, to make sure that they meet safety requirements.

The Inspection engineer will be responsible for the activities and rehabilitation works for the Substations but not limited, will be responsible for project engineering related inspection works and its reporting as required by the project.       


The Electrical Inspection engineer should have a bachelor’s degree in electrical engineering with more than 8 years of experience in power engineering and 3 years in power construction administration and operation management.Good command of English is required.  


3. Relay protection and automatic engineer (1)

Contract Period: 12-36 person-months


The Relay protection and automatic engineer will report directly to the project coordinator of the PIU under NPTG, and will be responsible for all activities related secondary circuits’s work including relay protection, automatic system , metering, SCADA and others.  



The Relay protection and automatic engineer should have a bachelor’s degree in electrical engineering or related detailed subjects, with more than 10 years of working with relay protection and automation subsectors and divisions. English language proficiency will be an advantage.


4. Driver (1)

Driver must have at least 5 years of driving experiences and able to travel countryside by business trip, and shall be responsible for normal and safety operation of the project vehicles and ensure full safety of the passenger and staff during transportation.  He/she must have good knowledge of vehicles operation and maintenance and be familiar with location orientation and rural roads’ condition.
